I'm pretty sure you're right. I read the rule and it looks like a team only receives draft picks if the minority coach is getting a HC or GM job. Assistants don't count. The compensation is 2 third rounders in the next 2 drafts. That's how the Niners got the extra 3rd round pick in 2022 when Saleh left.
