Mentioned in that story, Kyle Shanahan once pushed his father Mike to hire Woods as a position coach to promote him from defensive quality control coach. Shanahan has long thought highly of Woods.

I'm thinking because they still like Saleh and think he can do well with better talent?
I think the main reason they are bringing in Woods is to update the coverage scheme, to add some more balance and not wind up like San Diego, trapped in a Cover 3 shell, helpless to adjust as Brady completely picked them apart.
Joe Woods ran a lot of man coverage in Denver's scheme. Robert Saleh and SF should infuse more man coverage, especially in red zone defense. Changes have to be made in the scheme this offseason, it's not all personnel https://t.co/t9sRZS4sIO

Saleh's background is LBs so it makes some sense that he needs dedicated help for teaching DBs their assignments. Passing game coordinator seems more like an assistant DC position than it does a DB coach.
