Kelly went to 4 Superbowl, had a higher completion percentage, and had a much better winning percentage.

If you have to ask then he isn't. The HOF should be for truly great players that don't need their stats analyzed to determine if they belong. Names that pop right into your head.

Kelly had a loaded team for 4-5 years, both on offense and defense. McNabb although doesn't have the wins like Kelly, he carried his team for awhile, MVP of his team. Don't know that I can say the same for Kelly as team MVP.

Only great season he had was when he had T.o. Other than that id say no.

From 00-10 what qb's do you take over him? Brady, Manning, Warner, Brees. Anyone else? He's right on the fringe but I'd probably say no.

Played in several NFC Championships and one Super Bowl, but didn't win. Made some Pro Bowls, but was never an All-Pro. Threw twice as many TD's as INT's exactly, but didn't even have 85% of the passing yards that Drew Bledsoe had despite playing in the same era.
IMHO no, and it's not even close. He's the very definition of a Hall of Very Good player though.
