The NFL eventually caught up with Moon, Cunningham, Vick, Kaepernick and all mobile QBs before. They will eventually catch up to the modern day mobile QBs we have nowadays and shut them down. It's only a matter of time.
Stricter enforcement of illegal contact means receivers get better separation. Quarterbacks have larger windows to throw in, more margin for error. The pussification of roughing the passer makes elusive quarterbacks even more deadly, because less big/borderline hits is going to translate to better durability.
It's hard for defenses to innovate and "catch up" when the rules are forcing them to play with one hand behind their back.
