I don't believe that. You can turn on game footage and see that he's a huge asset.

Buck refused to take a team friendly deal, where AA didn't refuse it, his 2yr first cap numbers were lower than Buck's 1st yr cap number, we made the right choice, and this is coming from someone who hated it then, still hate it now, but I'd rather have Hargrave over Buckner, Buck got pushed around too easily, where Hargrave doesn't.
Buckner claimed they didn't make an offer.
And also said he WOULD have signed a team friendly deal.
