You can argue about whether or not you'd be okay with the 49ers drafting Jones but I don't think its much of a stretch to say that he'd be an upgrade to Garoppolo in many ways.
Using Chris Simms quotes is not going to help your cause.

No PFF is notorious for made up click bait stats. There is so much going into a play design and a play call that they have no way of knowing how or why something ends up the way it is.
His point being that because that particular stat makes Jones look less than, you provide a negative take. If that metric was for, say, Fields or Lance you wouldn't have posted.
No PFF is strait garbage with these and has always been. Doesn't matter if it's Mac Jones, Justin Fields ect...they throw out misleading statistics all the time.

That said I don't want him for what we've given up.
Athleticism in a phone booth. Jones is a lot smoother navigating the pocket and stepping away from pressure.
