Because the restructure locks Ryan in for 2 years. You'd have to sit a rookie for 2 full seasons.
Not an easy thing to do on a team with so many holes. They will want to maximize what time Ryan has left rather than spend the 4th pick on a guy who won't play until 23.

They wont say anything, nobody actually goes back after the draft and points out how often they are full of s**t. They can say whatever they want because there is no actual sports reporting anymore, they are all just pundits offering opinions.

I will say this from experience as I respect how Mac Jones plays. I did not think this way a few years ago before witnessing it first hand.
I have seen a QB similar to Mac Jones in that he was oddly shaped and not fast. The main QB was the best athlete but always seemed to scramble around via running stride. Anyone could easily tell that his running stride kept him from instantly throwing to a guy who got open for a split second. He would always wait until a WR broke loose before throwing it. Or, he would just run with the ball.
The second oddly-shaped slow dude ALWAYS stayed flat footed and it was weird because he was able to subtly avoid defenders who were coming at him full. speed. AND, he was ALWAYS able to throw in an instant. It took a while to accept that he was the better QB but the dude kept getting it done. It was just weird but very impressive. The defenders that he was not able to dodge were the ones who got smart and geared down a little bit instead of going at him 100mph.
At the end of the day, what really helped him was that he kept his feet on the ground and was able to move defenders because he was always ready to throw along with a clutch and a pump similar to Big Ben. Uncanny pocket awareness as well.
QB's who run-scramble aren't able to move the defense because defenders can see with their eyes when that QB is getting ready to throw. This is what makes a player like Mahomes special because he can throw in an instance, even with a run-stride.
