I don't see why they wouldn't. If having a black father and white mother was enough for Obama to be considered the the first Black president, it'd be weird for the NFL to categorize McDaniel differently, especially if he himself claims minority status.

According to the resolution, a team is eligible to receive draft pick compensation if the candidate in question has been "employed by the employer-club for a minimum of two years." There can be no break in employment between teams.

Yes you are correct 4 3rd rd picks and we'd have 2 in the following yr (our own and Ryans comp)...as lame as the whole "incentives" thing is you could look at SF and see why it was put in place.

Teams putting minorities in a position to get a chance to get those GM/HC gigs...SF is doing just that (and just hiring promoting the best guys for the job regardless of race).

If he's half minority then maybe it's only a 6th round comp pick instead of a 3rd.

Yup and with regard to this, it benefits us in not losing both the same year like Saleh and Mayhew. It's an additional 3rd round pick

I think you only get 2 picks once (Saleh) and they don't stack on same years (why we got only one comp pick for Mayhew and its in 2023 not this year). So if both Ryans and McDaniels get promotions I think that adds thirds ins 2024 and 2025, one pick for each guy.
