The NFL rulebook states that any grab of the jersey is a penalty.

However it seems that refs allow for jersey tugs if they are accompanied by an attempt to make a play on the ball or if they are quick and immediately released.

The key call on the Packers was long and not accompanied by attempt to play the ball, so I think it was ruled properly.
