Outside of that I wouldn't say this a failure of development by Kyle and CO. It's a failure of an evaluation.
Again, there were reports that they felt he was more pro ready than Mac Jones. They may have said the plan was to sit him, but they also openly stated there was a competition and they'd play the best player at the position.
I don't think it's unreasonable to believe they drafted a player that they thought had room to grow into an elite QB but was also good enough to supplant an average and oft injured starter right from the start. That's a move that actually makes sense at the top of the draft. He didn't necessarily have to be the better player, but he had to be close and playable to a level that didn't cost them wins. If the plan was to eventually trade Jimmy G (whether it be right away or a year down the line as they did) you'd want to talk up that player in public... as they consistently did.
