This dude is a street free agent that had to try out during rookie minicamp. Bourne signed a 22 million free agent deal at the start of free agency with the Patriots.
Hence the "If healthy" part. Lee had 2 700+ (851 is his best season )yards seasons with Bortles as his QB. Bourne has never had 1.
But you're right, if the Patriots think an outside WR is good, you can pretty much take that to the bank!
