If I'm Harbaugh, it'd be hard to turn down Chicago. Its the team that drafted him, traditionally the Bears have that built-in Midwestern ground and pound football mentality that aligns with him so well. Plus there's a potential young franchise QB in Fields, talented RB's, some very good players on defense and Fangio already knows quite a few of them. Grab Vic, Donatell, Jim Leavitt and start putting the band back together.
On the other hand, the Raiders are where he got his NFL coaching start, they're already a playoff team, have a lot of key spots on the roster filled and he could probably more easily hit the ground running there.

Makes the firing of Flores even more puzzling
Flores wasn't willing to have Deshaun Watson as his QB so they fired him so they can trade for Watson. Is a possibility I can think of.

He should hand over the offense to someone else. Because there are more guys better than him at it. Or maybe he hasn't learned from his stint with the Niners.

His struggles with bringing in good assistants was the head scratcher. Maybe it was just bad timing? There was some sloppiness to coaching decisions in-game as well this year.
A number of good OC/DC candidates available this cycle from the HC purges. I like him and hopefully things line up with a stable organization.
