When is pushing illegal? Only pulling not allowed is horse collar and that's pretty damn understandable

Pushing is not illegal right now, but they want to make it illegal. A horse collar tackle should remain illegal, though.
It's stupid. And could possibly lead to injury as said above.
Just takes more defensive advantage away.
