first thing I thought of when I saw this new rule:

Deebo Samuel Sr. will be our KO return man and he's gonna excel at it

This new kickoff rule may be okay once we get used to it. They are trying to cut down on the high speed collisions and thus should do it. The current kickoffs are about as exciting as an intentional walk in baseball.

I'm trying to think how this changes things when it comes to what type of players they want on the field for the kickoff return team. Does it make sense to put 5 OLmen on the field and have some detailed blocking schemes set up? In the past, you might see a couple OLmen on the field, but there was more distance to run, then turn around and block, in open space - it made more sense to have TEs and LBs, guys faster than OLmen, be the big blockers.
Now that there is blocking in tighter spaces, maybe put 5 OLmen on, and treat it more like a traditional run play in terms of blocking schemes to give the returner a defined lane to run through.
