He didn't sign though. Not the first time something like this has happened.

So we wouldn't get some type of reprimand if we decide not to sign him a few weeks from now and leave him hangin after all the LB position are filled?

Nah. They literally did not have him signed. They're also not cutting down to 53 yet.

No, it is perfectly legal.... but you would blacklist yourself from some agents. I'm sure the players association would be hating on the organization. And any prospective free agents are probably going to have extra doubts about agreeing to deals in principle. So it's extremely unlikely a team would ever do this.
