One good determining factor for when a "piece of s**t" is done, is you have to wait a few seconds and the smell will be very pungent. Since the stadium is so large, I would imagine that you should be able to smell it from miles away.
I can't smell it yet, so that might mean that it is not yet finished, or maybe it is upwind.

Remember that article said when the grass team comes in, they will grade the field to a 0.05% slope to allow for drainage. maybe thats whats going on?
