Right click your desktop, go to personalize or customize and hit the background tab. There is a place to select stretch, tile or center. try centering it with a black background. Otherwise, did you try the smaller picture?

Weird I have vista and a 1920x1080 screen and it is working. Did you guys try the small pic (last one) or my center suggestion?
