they're called that likely because their the only functional part of the hosiery (absorb sweat etc) the colored part that covers the calves are purely aethestic

Its not the only part that's functional. The upper parts are functional in their own right, allowing the upper leg to breath. Obviously calf high socks look like s**t, so thigh high socks are a must. Thus the uppers have to thinner and more breathable. So while the upper sections of the socks don't function like the lower parts of the socks, they are indeed functional.
The lower portion is indeed thicker than your normal cotton tube sock, but not as thick as your typical wool socks.
Only reason i know this is because i have worn these types of socks when i played football.
HOWEVER.... None of these facts have any bearing on the color of the lower portion. They could be made any color and still function the same, to the rule is kind of pointless. I do understand the point about the tape, as it does help tidy the lines on white taped ankles, but only if they required the use of only white tape. The use of black tape is counter to that.
