From a public relations perspective shifting him out is a win-win because it's a senior executive head on a platter for the fan base. From a business perspective it's clear he has value because they're shifting him over get a football stadium built for a (potential) professional soccer team. Maraathe will also get equity stake.
What does that mean, "rebuilt the 49ers analytics department to one of the better ones"? Is it stupid replay challenges and punting when you're down 3 scores in the 4th qtr?
They appeared to have good processes regarding contracts. I'm guessing other analytics have to do with success of certain formations against opposing formations (a la what they do with pitchers and hitters now). It takes work building up that kind of support organ.
That said, your gripe would be an example of too much process, where it starts interfering with good ol' human reasoning.
