then
4) good WR play
I feel like we're saying everything else must be perfect before the OL plays well. Does this reorder when it's a running play? Because as you've stated previously, when the 49ers run, their passing game is better. That suggests to me, OL play is a bit higher in the good play prioritization.

The exact same thing can be said about a ultra mobile QB for KS who essentially ad-libs almost every time the ball is snapped. IMHO, comparing another team's OL/QB personnel combination to one that doesn't in any way looks like ours isn't helpful here. No, AZ's line doesn't need to be amazing at PP because they have a QB who can outrun a lot of pressure and 2 great WRs (one definitely, two possibly 1st ballot HOFers) getting open while scrambling.
You're right, the QB does play a huge role in PP, but expecting JG to be Kyler Murray or Russel Wilson is I think doesn't speak to what the 49ers not only need, but what they will do even in the future at QB. What's implied is that the 49ers won't be any better until we get a QB who can buy more time with his legs and that's ideally with a cheap(er) QB or rook.
Well I don't see that approach being any less risky than getting a better set of IOL, starting at center who can pass protect a hair better than what we have today. If anything hoping (and waiting) for a cheap mobile QB to pan out in this offense seems way more unlikely than seeing if better personnel at the LOS will have an near-immediate impact to offensive production.
Admittedly, I'm still on the fence about keeping JG past 2021, but whatever we do I absolutely don't see a super mobile QB being something that Kyle identifies as his future state for this offense.
