That's because the Feds go after the suppliers not the users in that scenario. Bonds almost went down for possibly lying about it but that just ended up being a waste of $.
We're not going to convince each other whether he was innocent or guilty I won't waste my time on that.
They reached hard to go after Bonds, the whole BALCO investigation started because Jeff Novitsky, a frustrated failed athlete, thought he was an ***hole and wanted to see him go down.

If they had any reason to charge Bonds with felony drug use they would have. Instead they charged him with a dozen other things they couldn't prove.
I don't see it as an issue as simple as innocent or guilty. Dude used substances (clear and Cream) not identified as illegal to recover from workouts faster. I don't see that as being worse than tampering with equipment or spying on other teams.
