Simply put, Peters manages the scouts. Both Kyle and John state they lean on their scouts in those later rounds because they're far more in the weeds with the more obscure players. I'd imagine this would be normal. Lynch also noted before day 3, he basically has all of them write down "their guy." Ultimately in the end, you're going to have guys like Kocurek stand on tables and it's still up to John and Kyle to ultimately make the pick. I actually appreciate how JL gives credit to the others. A dude like Baalke would never do that.

Actually Lynch manages the scouts and if we want to get real technical, Tariq Ahmad is the director of scouting department.

you keep using the terms I "imagine" and "assuming"…that's where I have issue with all of it…no one is saying Peters isn't a massive part or everything, but if it was all Peters they wouldn't let him leave or be interested in Kyle Smith as a possible GM replacement last off season.

Technically he oversees both pro and player personnel departments. I never said Peters does it all. I said John leans more heavily on his scouting department in the later rounds. He's not going to go to Podunk University to personally evaluate a noname. Peters overseas the pro scout department overall and Ron the free agents.

However you view it, we don't want to lose this guy.
I wanted to give some YE Awards out on such a terrific season. I haven't put a ton of deep dive thoughts into this but this is what I have so far:

EOTY (League) - John Lynch - Engineered the three best acquisitions of the year (Charvarius Ward in FA, Christian McCaffrey in Trade & Brock Purdy in Draft).
ScoutOTY - Steve Slowik (Brock Purdy)
COTY (League) - Kyle Shanahan (3 QB's, 13-4 season, #2 seed and breaking records on offense)
Assistant COTY (Offense) - Brian Griese ( < INT's for Garoppolo + top 3 efficiency stats & Mr. Relevant)
Assistant COTY (Defense) - Kris Kocurek
POTY (Offense) - Christian McCaffrey
POTY (Defense/League) - Nick Bosa
POTY (Special Teams) - George Oden (NFL leader in tackles)

I feel like I'm missing something/someone.

I heard it was Griese who pounded the table for Purdy. Think Greg Papa said it during one of his shows.

Where did Slowik info come from?

IIRC, Lynch and Peters. He found him first as the scout and then Griese agreed and pounded the table for him. Before the 3rd day, he was on the radar with everyone. It was just a matter of when they'd nab him.

Since Peters is turning down every interview request he gets, can we assume there's a deal in place for him if/when Lynch leaves?

I'm thinking there's a handshake agreement. I know Peters grew up a big 49er fan so he may just be all in on having his dream come true
