i was surprised also. They must rotate like they do in FF

I believe it goes by record but also sends you to the back of the line once you have a successful waiver claim. So you could have the worst record but once you claim a player you become last. Likewise the best team could theoretically be first if every team had claimed a player except them

I hate these rankings... i assumed the higher is the worse 1-32 and not higher is better 32-1 waiver slot
