He does use him often. Its up to the QB to distribute players the ball.
If Shanny knows how to use the best FB in the NFL, how is it that he's not had a season under Kyle where he had over 65 catches for the season ?
Kyle's teams historically aren't throwing the ball much. I kept wanting him to put up Tom Rathman like numbers, but I just don't see that happening- not with us being in the 20s when it comes to how little we pass the ball.
Shanahan has been an OC in the NFL for 15 years. I am going to compare 15 years of his passing attempts (rankings) to Bill Walsh's and George Seifert's (18 years).

It seems more or less, the more successful the team is, the LESS he passes, by a huge margin. So yeah, Juice ain't ever going to catch 60 passes. We'll be lucky to get 25 IMO.
