Baalke said it best when he said they are unwilling to pay someone on the outside more then their highest paid home-grown player which is almost always Joe Staley (barely over $10M). Since this philosophy remains consistent under two GM's is this Paraag setting that spending bar?

Yeah isn't proof of anything beyond the fact that Baalke loved dumpster diving.
Juice and McKinnon both got top end money. That doesn't sound like Lynch and Shanahan being prohibited by some sort of spending controls.
If they like a player enough, they've shown that they will go out and get them. People just get mad because this staff doesn't value the same exact players they do.
