I have no clue if my assumption is 100% correct but I believe that was what Kaepernick did or was rumored to be his best option.
Obviously, Jimmy playing or not playing may not have any bearing on if he can be designated as healthy or not but.....
It depends if he has a injury clause. I wouldn't say Kap had bogus surgeries, but I think he held them off to play some hardball with Baalke (who was itching to cut him and start the Blaine era).
This is why Kap was never "healthy enough" to start in 2016, until he magically was — the week he got rid of his injury clause. Then Baalke could let him play and run around without Kap screwing him.
