This looks right to me. Inactive? Mostert, Taylor, Skule and Day, Blair, Greenlaw, Williams.

I would keep Skule active just in case anything happened to staley or McGlinchey, and K'Wuan is too valuable to be inactive. Reed Jr instead.

I think it would depend on matchup but I would take off Skule on your list and add either Taylor or James.

Just me though.

UPDATED NEEDS ASSESSMENT AS OF 4/27/19:
Single High S - Can't put our eggs into a basket that is filled with players who have not stayed healthy nor been great when available.
MLB - No depth behind Warner
SAM - No unquestioned starter
OL - Need another OT of the future and interior depth to help prevent interior pressure and win more goal line/short yardage situations.

Final thoughts: We essentially have 4 or 5 "Big End" DT/DE tweeners (Armstead, Thomas, Blair, Street, Taylor). I'm sure they like all those guys but how many are actually going to play? Someone's going to have to be unloaded, honestly. DJ Jones is very good but the team might be salivating over Quinnen Williams because of what he offers over Jones (pass rush). Why? It's a passing league. The team could easily go with a number of options to upgrade the pass rush quality (Bosa DE, Williams DT, Allen SAM).

FYI you're missing a few players, most notably Mark Nzeocha who signed a 3yr deal

Right now I have the following 91(if the 12 reported UDFAs are right) players.

P: 6 Mitch Wishnowsky(2022)
LS: 86 Kyle Nelson(2022), 40 Colin Holba(2019), --- Chris Wilkerson(2021)

Roster Breakdown:

Quarterbacks:
Locks: 10 Jimmy Garoppolo(2022), 4 Nick Mullens(2019)
Close Locks: 3 C.J. Beathard(2020)
Fighting: N/A
Longshots: --- Wilton Speight(2021)

Analysis: Garoppolo is the clear cut starter, making $17.2M in base salary, now all fully GTD, while Mullens is the clear cut #2 QB. Beathard, the only other QB signed, is a close lock, and would be the #3 if they keep 3 QBs, both years under Kyle Shanahan, he's kept 2 QBs to begin the season, but this could be the year they keep 3 with Garoppolo coming off a torn ACL. Speight is likely no more than a camp arm, and is destined for the practice squad.

Running Backs:
Locks: 28 Jerick McKinnon(2021), 22 Matt Breida(2019), 26 Tevin Coleman(2020), 31 Raheem Mostert(2021), 44 Kyle Juszcyzk(2020)
Close Locks: N/A
Fighting: N/A
Longshots: 41 Jeff Wilson Jr.(2019), 43 Matt Dayes(2019)

Analysis: No question to me, Jet, whose $3.7M base salary is now fully GTD, Breida, Coleman, Mostert, and Juszyzck are all locks for the 2019 season, I don't see the team dealing Jet or Breida, better to have 4 backs who can contribute than to have potential in season issues. Wilson and Dayes are longshots, with both having a shot at the practice squad.

Wide Receivers:
Locks: 18 Dante Pettis(2021), 11 Marquise Goodwin(2021), 19 Deebo Samuek(2022), 17 Jalen Hurd(2022)
Close Locks: 15 Trent Taylor(2020), 81 Jordan Matthews(2019)
Fighting: 13 Richie James Jr.(2021), 84 Kendrick Bourne(2019)
Longshots: 14 Max McCaffrey(2019), --- Malik Henry(2021), --- Shawn Poindexter(2021)

Analysis: Pettis, Goodwin, whose $2.95M base salary is now fully GTD, 2nd-round pick Samuel, and 3rd-round pick Hurd are my 4 locks at the moment. Taylor, and Matthews are close locks, while James and Bourne are fighting for roster spots, I don't see them keeping 7 WRs. McCaffrey, Henry, and Poindexter are longshots, but with a chance to make the practice squad.

Tight Ends:
Locks: 85 George Kittle(2020)
Close Locks: 88 Garrett Celek(2019)
Fighting: 82 Ross Dwelley(2019), 89 Kaden Smith(2022)
Longshots: 83 Marcus Lucas(2020), --- Tyree Mayfield(2021)

Analysis: Kittle is the only certainty, while Celek is a close lock, but his $2.7M salary is Non-GTD. Dwelley, and 6th-rounder Smith are fighting for what may be 1 roster spot. Lucas and Mayfield are longshots, with a chance at the practice squad.

Offensive Lineman:
Locks: 58 Weston Richburg(2022), 74 Joe Staley(2019), 69 Mike McGlinchey(2021), 75 Laken Tomlinson(2021), 68 Mike Person(2021)
Close Locks: 78 Shon Coleman(2019)
Fighting: 65 Joshua Garnett(2019), 63 Ben Garland(2019), 62 Erik Magnuson(2019)
Longshots: 60 Daniel Brunskill(2019), 64 Christian DiLauro(2020), 66 Najee Toran(2020), --- Ross Reynolds(2021), --- Brendan Moore(2021)

Analysis: No real change here, Richburg's $5.5M salary became GTD on April 1, while McGlinchey, Tomlinson, and Person's salaries are already GTD as well. Staley's isn't, but he's one of the best, and most underpaid LTs in the NFL. Coleman is a close lock, but it's possible they could add a pick with Coleman. Garland, Garnett, and Magnuson are fighting for roster spots, with Garland having the upper hand, as he knows Shanahan's system, and he can play C, and OG. While, Toran, Brunskill, DiLauro, Reynolds, and Moore are longshots, and likely fighting for practice squad spots.

Defensive Lineman:
Locks: 55 Dee Ford(2023), 97 Nick Bosa(2022), 91 Arik Armstead(2019), 99 DeForest Buckner(2020), 94 Solomon Thomas(2020), 93 D.J. Jones(2020), 95 Kentavius Street(2021), 98 Ronald Blair III(2019)
Close Locks: 96 Sheldon Day(2019)
Fighting: 77 Jullian Taylor(2021)
Longshots: 61 Cedric Thornton(2019), 71 Kapron Lewis-Moore(2020), 92 Ryan Delaire(2020), --- Jamell Garcia-Williams(2021), --- Kevin Givens(2021)

Analysis: Ford, Armstead, Buckner, whose 5th-year option will be picked up at a $12.378M amount, Thomas, Jones, and 2nd overall pick Bosa are locks for the final 53. Along with Street, and Blair. While Day is a close lock. Taylor would make the roster IMO if they keep 10 DL, and draft one, he has a ton of potential. Thornton, Lewis-Moore, Delaire, Garcia-Williams, and Givens are longshots.

Linebackers:
Locks: 56 Kwon Alexander(2022), 54 Fred Warner(2021), 53 Mark Nzeocha(2021), 47 Elijah Lee(2019), 59 David Mayo(2020)
Close Locks: 51 Malcolm Smith(2019)
Fighting: 57 Dre Greenlaw(2022)
Longshots: 50 Pita Taumoepenu(2020), --- Azeez Al-Shaair(2021)

Analysis: Kwon, Warner, Nzeocha, who has $750K of his $1.1M base salary fully GTD, Mayo, whose $850K base salary is GTD, and Lee are the locks. Smith redid his deal, eliminating his 2020 and 2021 contract years, and lowering his base salary from $3.95M to $1.25M, while also lowering his per game roster bonus, and eliminating his workout bonus, and if the team keeps 6 LBs, and don't draft one, he's the closest locks. While 5th-rounder Greenlaw is fighting for a spot. Taumoepenu and Al-Shaair are longshots, with their best shot being the practice squad.

Defensive Backs:
Locks: 25 Richard Sherman(2020), 34 Jason Verrett(2019), 23 Ahkello Witherspoon(2020), 32 D.J. Reed Jr.(2021), 33 Tarvarius Moore(2021), 20 Jimmie Ward(2019), 29 Jaquiski Tartt(2020), 24 K'Waun Williams(2020), 27 Adrian Colbert(2020)
Close Locks: 36 Marcell Harris(2021)
Fighting: 38 Antone Exum Jr.(2019), 35 Tim Harris(2022)
Longshots: 41 Emmanuel Moseley(2019), 49 Tyree Robinson(2019), 30 Greg Mabin(2019), --- Cameron Glenn(2021), --- Demetrius Flannigan-Fowles(2021)

Analysis: Sherman, Verrett, Witherspoon, Reed, Moore, Williams, Ward, Colbert, and Tartt are my locks right now. Harris is a close lock at SS. Exum, and 6th-rounder Harris are fighting for a roster spot. Moseley, Robinson, Mabin, Glenn, and Flannigan-Fowles are longshots.

Special Teams:
Locks: 9 Robbie Gould(2019), 6 Mitch Wishnowsky(2022), 40 Colin Holba(2019)
Close Locks: N/A
Fighting: N/A
Longshots: 2 Jonathan Brown(2020), --- Chris Wilkerson(2021)
Other(Suspended): 86 Kyle Nelson(2022)

Analysis: Gould is the teams Kicker, while Holba will start out as the LS, while Nelson serves his suspension. Wishnowsky is the teams new Punter. Brown and Wilkerson are longshots. Nelson is suspended for the first 6 weeks, and they have a contingency in case they want to move on, he has no GTD money until after his suspension is lifted when he has $450K of his base salary GTD 3 days after suspension is lifted, and a $450K roster bonus due 3 days after suspension if lifted.

Good catch, AB. I just updated the original post with that.

Players like Pita, Garnett, Magnuson, and then Taylor/James/Bourne/Matthews really are going to have to step it up to make it. We've been waiting on several of these guys for years to make a jump. We could really use a breakout season for any of them.

Tired of not having a good interior OL, and tired of a lackluster receiving corps.

Couple things, David Mayo is a lock, his entire base salary is GTD, there is no cap savings to cut him.

Holba will be the LS while Nelson serves his suspension.

I think Tim Harris and Justin Skule could make the roster to begin the season. I'd cut Malcolm Smith, and have Ford play base SAM, and then EDGE on pass downs.
QB: Garoppolo, Mullens
Unless I get a decent offer for Mullens. Contrary to the eye test, CJB had about the same advanced stats as Mullens. If no one is willing to give a 7th-rounder for CJB, he'll make the PS
RB: Breida, Coleman, Jet, Mostert, Juszczyk
WR: Pettis, Goodwin, Matthews, Samuel, Hurd, Taylor
Bourne will make one boneheaded mistake too many in camp. I kept switching between Taylor and James. Taylor makes it as he's the better WR and the better punt returner by a noticable margin (less fair catches). Reed or one of the RBs is the KR.
TE: Kittle, Celek, Smith - I have more faith in Celek than most
OL: Staley, McG, Tomlinson, Richburg, Person, Skule, Moore, Coleman
Garnett gets traded for pennies, and I'd start stacking future RT candidates (like Skule and Coleman) even if Staley signs an extension. Moore instead of Magnusson so we can have three Moores on the roster.

DL: Buckner, Bosa, Ford, Armstead, Solly, Taylor, Jones, Garcia-Williams, Moore
Moore/Taylor/Garcia-Williams instead of Blair/Ray/Street as I'm doubling/tripling down wherever possible.
LB: Warner, Alexander, Smith, Mayo, Nzeocha, Lee, Greenlaw
CB: Sherman, Witherspoon, Verrett, Moore, Harris, Williams
S: Tartt, Colbert, Harris, Reed
We don't need to many strong safeties for heavy nickel/ST, as we have a zillion of coverage LBs. I kept the CB Harris instead in order to have two Harrises on the roster. Ward is assumed to get injured.

No way Kentavius Street is cut. Also Ben Garland should make it over a rookie, he can play C, LG, RG, and DT. Also Blair makes it.

I guess I just skipped to the part where Nelson returns and they cut Holba.

I just dont see us keeping more than 10 DB's, and Harris isn't going to be one of our best 10 unless theres an injury.

Maybe Skule beats out Coleman, because Coleman wasn't a draft pick, but ive seen a lot of write ups that say Skule shouldn't have even been drafted. I could get that one wrong, but I went with the guy with some experience.

What LB gets cut to keep Mayo? Shanahan loves Nzeocha.

This is my take of how makes it if we have zero injures. Unlikely we go into the season unscathed, but my close cuts would be:

LB Malcolm Smith
S Cameron Glenn
OL Justin Skule

This was the easiest 53 man roster to project yet. That's a good sign.
Dre Greenlaw is not a SAM. John Lynch literally said he'll be playing stack LB this morning. He's 5-11, 237 lbs. It makes no sense to put him on the LOS versus tight ends.

Chalk it up to a rushed copy+paste job. This has been corrected. It'll be interesting to see how Greenlaw is used if he makes the team. Seems they want him to challenge Lee. In fact, I made a change and added back Smith and took off Lee because Smith is more versatile. Lee is highly athletic but has terrible discipline. Greenlaw is a similar player but more disciplined. Wonder if we could get anything for Lee in a trade if he's not going to make the team.

The Athletic reports that former Atlanta Falcons offensive lineman Ben Garland is filling in at center with the first-team offense while Richburg recovers.

That's interesting. So I wonder how the chart shakes out now. Could we look to use Skule as an OT/OG hybrid swing guy if we don't want to risk him on the PS? Could see something like:

LT: Staley, Coleman
LG: Tomlinson, Skule
C: Richburg, Garland
RG: Person, Garnett
RT: McGlinchey, Coleman
