According to Walt Anderson, the NFL's senior vice president of officiating, while the penalty is called on the field, the ejection decision comes from the officiating offices in New York. When Greenlaw lowered his head and made forcible contact, it was then up to the officials in New York to determine if the action was flagrant.
Anderson said that "the timing, the manner in which the player had an opportunity to make other choices and to make a different decision" all factor into deciding whether something is flagrant.
Anderson said that from the officials' view, the initial hit from Ward had made Herbert a "downed runner."

Lol f**king b******t. We won so it is what it is but once a QB takes off running they become a normal player no more protections. I expect consistency with these kinda calls yet Derwin James was lowering his helmet every hit yet he never got flagged

Even the SNF crew agreed. They only ejected Greenlaw because it was Herbert.

Greenlaw reminds me of a mini Bowman. He is the thumper while Warner is the cover guy. They both compliment each other well. Add in Al shaair and we have a great trio. We have been blessed with great Linebackers for a while

The foul call was correct. No matter the circumstance you can't helmet to helmet. I understand the ejection in the sense it's tough for the league to allow a superstar QB to get helmet to helmet blown up and the guy remains in the game. The FQBs are too important to the league and are protected in major ways. It's a business.
I think it could have gone either way in terms of ejection but I can't say it was a bad decision. Dre has to be better and on the season, no improvement (coaching) from KS. He's as undisciplined now as he was week 1. Fouls and ejections hurt the team.

Both. How do you call this but not call the H2H on Aiyuk by James?

I'll have to view that one again but it's not a situation where if you whiff on one you whiff on another. The play with Greenlaw is definitionally a foul it's violent helmet to helmet contact on an opposing QB who is going to ground, it was to the head and neck area of Herbert and it adjusted the way Herbert's helmet sat on his head.
