According to Steve Wyche he is gonna start at SAM because the Niners didnt want to overwhelm him in his first game back .So yeah he is the first LB off the field. Of course this is all if Wyche is accurate in his reporting.

SAM plays in base, so yeah its the spot that sees snaps largely on run downs. They come off the field when the defense goes into nickel.
