I think if the Steelers had made a decent offer, we would have taken it. They apparently "wanted" Aiyuk, but not bad enough to give anything up for him. And the team had more than enough money to keep Greenlaw, regardless of Aiyuk's contract. I think it's obvious he just wanted to play elsewhere.

If Aiyuk just wanted to play elsewhere, he could have done so by agreeing to an extension with either Cleveland or New England. The Patriots were even offering him more money than everyone as a "we suck" tax on themselves. Aiyuk didn't just want to play elsewhere. His position was always about wanting to play in SF and that the 49ers simply didn't value him. The team putting him on the trade block pre-draft made that pretty clear. The team ghosting him for two whole months made that clear.
The Steelers did what you would expect from them. They put an offer down and stuck to it. The deal the Steelers agreed with Aiyuk in the summer was the same deal they agreed to sign him at before the draft (27-28M AAV). The Steelers understood what was happening between SF and Aiyuk. The 49ers were under pressure to get the extension done before the start of the season. They tried to use Cleveland and New England to drive up the Steelers offer while the Steelers were communicating with Aiyuk. The Steelers knew Aiyuk wasn't interested in going to those teams. The Steelers knew they were the only team in on Aiyuk after the 49ers scared away the Commanders.
