His agent is the one handling all of this. Unless it's a situation like Richard Sherman, who is his own agent, GMs can't talk directly to players during this time period. Until tomorrow, players are still under contract with their previous teams.
The player tells the agent what he wants and the agent them goes out and finds the best deal for his client.
The agent then presents the deals that have been offered and the player then informs the agent on which one he'll accept, and the agent then informs the team that the player accepted.
Williams doesn't have to be directly in his agent's office, this is something that can be done over a phone call.
It doesn't matter if he's in Mexico, San Francisco or anywhere on the planet, really.
