Wouldnt you personally eliminate terrible teams from the list also? This is just personal opinion, but if I was the GM of an awful team, I would never trade away draft assets to bring on a QB like Jimmy. The Lions, Panthers, Texans and Giants would be teams that I would take off the list for sure.
Then there are other teams that have a QB that Jimmy would not be a marked improvement over. Teams to me that would qualify in this category would be the Dolphins and the Colts. If the Dolphins make a decision to move on from Tua, I could see it. I just dont think they will as he had a recent stretch of really good football. I personally think the Colts is a laughable suggestion, as at best the two QBs are on the same level (I personally prefer Wentz).
So for me, that leaves Washington, Pittsburgh, Denver and Cleveland. Pittsburgh makes the most sense to me in terms of a good team that needs a respectable QB, but does Jimmy really fit the identity of that team? I'd say no, but maybe. Washington would be an interesting one, and makes sense to me. They have a pretty good defense, and might be a QB away from being a competitive team. Denver makes some sense, but even with Jimmy I think that team is at best the 3rd best team in the division, with what would be the 3rd or 4th best QB in the division. Cleveland also makes sense, strictly because I think Baker is buns. But I dont know that the Browns share that sentiment. I could easily see them giving him one last year.
So really out of that giant list, it comes down to a small handful of teams.

It depends on how they view the upcoming QB draft field. I recently read someone suggest there are no QBs they would take higher than the mid-late second round at best. If that is the case, I don't see any of the teams you listed that would expend that pick on a QB that would have little chance of being any better than what they have.
Of course, the other part of such a deal would be whether or not Jimmy would agree to go there. I don't see Lynch just dumping him to a trash team against Jimmy's will.
I could see the Dolphins becoming a player. I have never felt the often over-the-top adulation for Tua. He has had a few flashes but nothing consistent. Hence, the New England connection comes into play with Belichick counseling his former lieutenant to make JG his QB.

From my understanding, Jimmy no longer has an option of declining a trade to a destination he doesnt want to go to.
Tua is very inconsistent. He had a 6 or so game stretch where he played pretty good football. Limited the turnovers, completed a high percentage of passes (if this is something you value), and the Dolphins were winning. I hear you though. I just personally think the Dolphins are going to give him one more year, unless a Watson, Wilson or Rodgers inexplicably land in their laps. I think Jimmy is a little bit better of a QB than Tua is today, but I dont think Tua is developed yet. Maybe he gets one more year to show marked improvement? I think I would give him one more year if I was the Dolphins GM.

teams that are "a quarterback away" would absolutely offer at LEAST a second rounder. Broncos, Panthers, Steelers, Washington.
Or teams like Detroit, Houston, etc that just need to start getting some stability.
