There is no great rush to sign rookies. Most, especially the top picks, do not sign until just before training camp begins anyway. By that time, Garoppolo with be throwing again, if the surgery was successful, and a deal can be made.
Also, with not having a #1 or #2 pick to sign, and the near-certainty they won't be drafting 9 players, they will have plenty of money to sign the rooks when they need to.
