He was the head coach in San Diego, I doubt he had much free time to be molding Herbert or any other QB. If anyone, Pep Hamilton deserves the most credit for the hands on work he did with Herbert and Davis Mills as QB coach in San Diego and Houston.
His specialty is and always has been the run game which is where he's going to have the greatest impact on this team, especially if McDaniel is indeed headed to Miami.
