Depends what you mean by "ceiling." If you mean overall, then yep, his ceiling is Hall of Fame. Drew Brees didn't have an amazing arm either, and he's first ballot. Same with Peyton Manning. But if you mean, will he be able to be Mahomes, a physical marvel? Not quite. However, he can move, so it's not like his physical boundary is Peyton Manning. It's higher than that.
But yeah, his ceiling is as high as he makes it, for sure.
The biggest thing for him, and this goes for every young QB that plays well out of the gate is that eventually defenses will adjust to him, hone in on his perceived weaknesses and how he responds to that, how he's able to adapt to continue to remain successful will be what determines how high he can go as a quarterback. The history of the NFL is full of QBs that looked really promising for 10-20 games and then fizzled out once the NFL had figured them out.
Even Drew Brees had his fair share of struggles before he really got on a roll and I imagine even in the best case scenario, you'd still see Purdy have some really lousy games, people will just have to be patient, as long as he appears to be making progress, there isn't any limit.
