They thought they might be getting someone special with Lance but that was a total failure. Sometimesyou have to take a chance to get those special guys. The Bills took a chance on Josh Allen even though he came from a small time program because they saw the size and athleticism and hoped he could become a good QB. These 2 guys are at the top ofthe heap along with Lamar Jackson who was also somewhat of a question mark.
I think it's way too early to determine any kind of ceiling on Purdy. He's 24, he has 36 regular season starts.
Also Josh Allen is one of the biggest outliers in NFL draft history. Numerous GMs will get fired chasing that unicorn and using high draft picks on physically super talented QBs that struggled with their accuracy because most of the time they will not pan out.
And in the 49ers case, taking a chance on something "special" cost them three first round picks. In many cases that's a fireable offense.
