They did NOT have to give him the nonexclusive tag.

we did not do that to BA, BA wanted a trade after an offer was already placed. an offer where we didn't need to dangle him out for any takers.. So no, we did not offer him up to other teams as the first negotiation tactic
As for Lamar, if they didn't tag Lamar, he would have been an URFA. He already declined an offer and asked for a trade. that is why the NE tag was placed. They didn't tag him as the first option to get a market check for him like you are making it out to be. What happened with them is different that what you are suggesting.
