Except NY suggests it if and only if Brock wants a top tier deal, ie there's an impasse in negotiations.
He has flat out stated if Brock were to take Love like deal, he'd support it.
Not a single person has suggested to just let him test the market outright. The first thing any team would do is offer a contract favorable to the team. This goes without saying, or at least should*
