Once we eliminate using that phrase as a crutch or a reason, everything else you said here is spot on.

Brock will have to have done enough in a 49ers uniform to convince his team that he is worth building around, and have the confidence of his franchise, to avg $60M/yr in GTD money. It will not be simply because it's now a market norm for new QB contracts.
