I think the league just doesn't want to call holding on passing plays because passing is their bread and butter entertainment. It just sucks when you have an elite edge rusher because they rarely get the calls they deserve.
Sad part is these competitive games (Dolphins/Bills for example) have been great, and it was only 21-17.
