The Bay Area needs rain but when it comes like this after a long dry period. Most of it runs off into the streams and bay. It doesn't get a chance to really soak in.

I used to live there and saw many years where we experienced flooding. That has a lot to do with inadequate drainage systems. They aren't built to handle heavy rain. All the rain helps but it would take a few years like this to replenish the groundwater that's needed for irrigation. You don't go through 10 years of drought and fix it in one rainy season.
