I get the feeling that Duffy is going to end up being the most deserving ROY, but will lose out because hes not a big market name like Bryant, Pederson, or Syndergaard.

He had a write up in USA Today this morning, so we'll see. The bay area certainly isn't a small market though. Baseball Almanac's review of the largest MLB Markets:

New York
Los Angeles
Chicago
Baltimore/Washington
San Francisco/Oakland

Dallas/Arlington

The issue is that the media coverage is so highly saturated in the east, not the market size.

I honestly think the "too close to overturn" or the whole "the call stands" is bull s**t. The call was either right or wrong. There are plenty of cameras. Make a call. Don't hide behind the option of saying it was too close to call.

(FTR, I did not see the play you are talking about. Its just my opinion on replays.)
