Just because a team sucks, doesnt mean they are rebuilding or attempting to rebuild. Look no further than your San Francisco Giants.
This. My team has been garbage, but they held on to Boogie and were willing to mortgage their future to be mediocre and be an 8th seed (consequently, get swept in the first round). Funny part, they failed at that.

No, they been in rebuild mode that long, they've just bumbled draft pick after draft pick.
2009: Tyreke over Steph Curry and DeMar DeRozan
2010: DMC (No blame here. Best talent left on the board, but issues of his mentality came to fruition) over Paul George and Gordon Hayward.
2011: Biyombo, traded on draft night. Ended up with Jimmer, lol. Klay and Kawahi still on the board. Got IT 60th but traded him for literal s**t despite flashing talent.
2012: Thomas Robinson. Lillard and Drummond still on the board.
2013: Ben McLamore. Weak draft, but CJ McCollum went 2 picks later.
2014: Stauskas, lol. Warren or LaVine would have been better picks.
'15 draft and up is prolly too young to judge, and obviously hindsight is 20/20, but had they played the draft right they wouldn't 'just start' rebuilding mode, they'd be pushing for a title.
