These will not be in NFL markets, but can tap into the college markets. Especially if the league favors keeping college players local. And are all relatively cheap areas to live and build.

They need to prove they can make it in the small markets before getting into the big cities. If they begin to get an overwhelming number of talented players at the tryouts after the first year, then think about getting expansion teams in slightly larger places. Need to establish a foundation of fans who like the non-commercialize aspect of what this league can provide. This will create a "we are cool and better than you" buzz and get heads turning.
But of course, Vince will commercialize the s**t out of it to the point of annoyance and that small group of fans won't feel "special" for taking to the XFL. They will just be called stupid football junkies.
