Correct there are no ties. That was just a rumor. Rules staying the same from what I know. So that means extra innings will be modified so that each 1/2 inning following the 9th inning will begin with a runner on second until a team wins.

I doubt there are any 17 inning games with this rule, which I think is the point. No one benefits from a 13+ inning game... Those can go away and baseball will be better for it.
