Tv ratings are not the end all be all to determine this.

nba makes 54% from tv, 34% from game attendance, rest from sponsors/sales

nfl 68%

nhl 31%

the more profitable a league, the more it gets from tv

Money from TV is not same as TV ratings.
TV ratings don't account for illegal streams.

a) it gets more eyes on their product and increases interest in the sport which generates more revenue.
b) advertisers and networks know their ads & logos are still visible on illegal streams and pay accordingly.
c) more ppl watching the game (legal or illegal) generate impressions on social media and that results in more revenue from various avenues.

Now, league would prefer illegal streams are banned bc they'd make more if everyone watched legal streams only but more illegal streams also mean the sport is more popular and ultimately popularity is what makes a sport bigger or smaller.

Also - not all TV ratings are the same. Games on OTA channels is not the same vs ESPN or TNT. League with 40 games vs a league with 82 games is not the same.
