Conor fights at 155 and Jorge fights at 170 currently, so it is not a match the matchmakers would make barring both fighters demanding it.
It is also Dana's job to protect his cash cow so he can milk it for all it is worth. It is business 101 for a fight promoter.
They recently did a main event with pettis and wonderboy. The fight can totally happen. Masvidal is undersized at 170
Jorge used to fight at 155, and I agree it could happen but both guys have to want it. Conor has yet to say he actually wants it. UFC match maker Sean Shelby won't try to make it happen though without Dana's approval, as it concerns their cash cow. Dana has his hand in all of Conor's fights because of his star power.
He has to protect Conor from himself and keep that star power shining bright, as I previously said business 101 for a fight promoter. Which is why he did not want Conor to fight Anderson Silva despite both guys having some level of interest in fighting each other at one time.
Pettis is fighting Diaz at 170 lbs at UFC 241. Think he is liking not having to cut any significant weight, same with Nate.
