He wasn't though. He is better being a more cocky amd serious heel than a comedic one.
The stuff with Jericho was gold but given he was supposed to be the brands Champion and top heel he should have never been stripped of the prize fighter gimmick he debuted with.

Is there something special about Dillinger and the number 10? I don't watch NXT, so I don't know the reasoning behind it for his character.

This explanation says it best about the gimmick origin in NXT. It was actually pretty cool to see it develop.
It's very entertaining, he comes out after the matches that go on before him with a sign with a number 1-10 to rate the match. But when he comes out is when he really gets into it. Anytime he has a move that looks good he backs up a throws up 10 fingers. People were eating that s**t up. He had more people on his side by the end of the match than Crowe did at night one in Philly.

i don't really watch too much nxt either, but the times i've watched him i wondered the same
