Its killed the Universal Championship significance since its never on the show. I don't know why they chose to do that for their new big title.

It makes no sense. Brock could be a big draw when he shows up, but to limit to championship for so long and when the fans are pissed for so long its dumb.
But this is why the ratings are down. But I'm sure they don't care much about ratings until Smackdown is on Fox. They have enough after hour views and YT views to show the shows are being watched
