For one of the biggest PPV? Because the general audience doesn't know who to root for. The crowd would be mostly dead except for the hardcore fans. Kids are gonna be quiet and get bored and they don't want that. Especially since the fans have already turned on Brock as much as they have. They want to have someone the fans can cheer on and Finn is one of the top pops in the fanbase so why not go with him? Brock works better with smaller guys if the last couple years show anything. His matches with Bryan and AJ were great.

Or Braun gets stopped at the top of the ramp by HHH and the McMahons and while everyone is focused on what is happening with Braun, The Club comes through the crowd and takes Brock out with Balor going over.

I've heard a rumor that Brock will face Seth for the belt at WM. So your rumor would fit with that.
